Proven Leadership: Thirty Years in Uniform

Franklin Moore has over thirty years of experience in law enforcement, including sixteen years as Chief of Police in Stoneville and previous work as a Deputy with the Rockingham County Sheriff’s Office.

His campaign will focus on three main areas:

Safety

Building positive relationships starts with increasing visibility and genuine engagement.

  • Encourage deputies to get out of their vehicles and actively connect with residents in the areas they serve.
  • Promote participation in community events, hosting meet-and-greets, and working closely with local businesses and community leaders.
  • Ensure not just administration, but deputies as well, take part in events so the public can get to know those on the front lines.
  • Foster open communication and show that deputies are approachable and invested in the community to build trust and reduce tensions.

Accountability

Addressing staffing shortages begins with treating our employees with respect and ensuring their voices are heard.

  • Establish a dedicated hiring team to define the qualities and values desired in team members and guide recruitment efforts.
  • Advocate before the county board for competitive pay and benefits to attract and retain qualified personnel.
  • Explore creating a paid part-time reserve officer program to provide flexible support across various areas of the department.
  • Focus on respectful workplace culture, strategic hiring, and competitive compensation to build and maintain a strong, qualified workforce that serves Rockingham County effectively.

Technology

Technology should make us more efficient, more transparent, and better connected to the people we serve.

  • Assess & Plan: Review current IT systems with county staff, identify outdated tools, and create a 5–10 year Capital Improvement Plan with budgeted upgrades.
  • Strengthen Communication: Train a Public Information Officer to deliver timely, accurate updates to the community and media.
  • Boost Crime Prevention: Assign a Crime Prevention Officer and use data, feedback, and modern tools (cameras, mapping, social media alerts) to proactively reduce crime.
  • Overall Goal: Invest in technology that improves safety, speeds up response, and keeps the public informed and engaged.

High school football taught me focus, leadership, and real teamwork . These are lessons I carry into everything I do for this community.

Law enforcement was my childhood dream, and I was blessed to live it for more than 30 years. I graduated from Stoneville High in 1983, finished BLET in 1985, and spent my career serving this community. What I value most is simple, meeting people, helping where I can, and treating every person like a neighbor.

Over the years, I’ve come to see that service takes many forms. From guiding young officers and building trust with residents to standing alongside neighbors during challenging times, every moment has reinforced my belief that leadership means listening first.

Retirement just means I have more time to serve. You’ll find me mentoring, cheering at the ballfield, pitching in at events, and catching up with folks wherever we cross paths. If there’s a need, I’m there.
